An Assessment of Demand Elasticity During Drought

The goal of the study was to identify the extent water use during a drought was influenced by demand management programs previously undertaken by water utilities. The study examined 40 years of water use records covering multiple drought events for seven case studies in the Western states, with four in California. The report found no empirical evidence that water users were having more difficulty meeting water use reduction targets in recent droughts compared to earlier droughts. More …
